Pembrokeshire County Council is embarking on an exciting programme of preventative work across the County. We've learnt that we need to design services around relationships and community assets if we are to have a chance of preventing problems arising or escalating in the future.
To help us on this journey, we are seeking to appoint a
Preventions Programme Manager to lead the development, coordination and delivery of the Council's 0-25 Preventions Strategy. This key leadership role supports a major cross-cutting priority, placing prevention at the heart of services for children, young people and families. The successful candidate will be responsible for driving system change, leading strategic initiatives and managing the delivery of complex, multi-agency projects aligned with the Council's target operating model.
This role requires a high level of strategic oversight, the ability to analyse and apply data for evidence-based decision-making, and a strong understanding of intervention theory and systems thinking. The postholder will work closely with a range of internal and external stakeholders, including project managers, consultants, and senior leaders, to ensure effective governance, accountability and sustained impact. Responsibilities will include developing and implementing improvement plans, overseeing service reviews and redesigns, preparing detailed reports, and championing a culture of continuous learning and collaboration.
Applicants must hold a relevant degree and management qualification and demonstrate significant experience of leading complex programmes across health, education or social care. Strong interpersonal and leadership skills, experience in working across organisational boundaries, and the ability to challenge and influence at a senior level are essential. Familiarity with current policy in children's services, strong data analysis skills, and experience in writing formal reports are also required. The ability to speak Welsh is desirable but not essential.
Whilst some of the role will be desk-based, it's expected that this role goes to where the work is happening so that informed decisions can be made. The postholder will be expected to support and comply with corporate policies including those related to safeguarding, health and safety, equality and data protection.
