We are seeking an experienced and motivated Childcare Manager to lead the development, delivery and strategic oversight of childcare provision across Torfaen. This is an exciting opportunity for a passionate professional to shape high quality early years and childcare services that improve outcomes for children and families.
We are looking for a candidate who brings strong leadership, excellent knowledge of early years\/childcare legislation and high-level organisational skills with the following essential skills:
- QTS degree\/graduate-level qualification.
- Thorough understanding of childcare quality, the Childcare Act 2006, Flying Start and early years initiatives.
- Strong knowledge of child development and play.
- Experience of leading or managing early years, childcare or education programmes.
- Experience of managing budgets, grants and writing action plans.
You will lead the strategic development of childcare across the county borough, ensuring sufficient, high quality, affordable and accessible childcare to meet statutory duties under the Childcare Act 2006. This includes leading key programmes such as:
- Flying Start childcare provision
- The 30‑hour Funded Childcare Offer
- Welsh Government two-year-old expansion programme
- Childcare Sufficiency Assessment (CSA)
- Capital and small grant childcare funding
- Family Information Service (FIS) delivery and development
The role includes line management of the Early Years Lead Advisory Teacher, Family Information Service Team Leader, Capital Coordinator, and Childcare Offer ALN Support Officer.
As the Childcare Manager, you will act as the Responsible Individual for Torfaen's local authority Flying Start childcare settings, ensuring full compliance with CIW requirements, including inspections, SASS returns, policies and procedures.
