Job Description
Purpose of the post The intention of the Service:
• Support individuals with learning disabilities to live full lives in the way they wish to live, support them to develop skills and ensure opportunities to be a part of their community.
• Ensure that the people of Gwynedd are at the centre of everything we do.
• Ensure that individuals' needs are met in accordance with the Council's safeguarding arrangements and statutory responsibilities. There will also be an expectation to comply with all the requirements of the Regulation and Inspection of Social Care (Wales) Act 2016 and the Social Services and Well-being Act 2016
• Ensure that individuals' needs are met in accordance with the Council's safeguarding arrangements and statutory responsibilities. There will be an expectation to comply with all the requirements of the Care Act 2016.
Responsibility for functions Assist the Manager to ensure the following;
• Responsibility for managing service staff and budget effectively.
• Responsibility for ensuring that the resources, tools and equipment used are in a good condition and are fit for purpose.
• Responsibility for the building.
Main duties • Lead and implement the provision of person-centred services.
• Follow the Active Support ethos (for more information click here: Active support and Positive Behaviour Support ), which emphasises the importance of working with individuals and promoting their independence.
• Support individuals to take an active part in making decisions about care and support in their lives.
• Follow local and national policies and procedures to identify, record, report and take part in safeguarding vulnerable adult protocols.
• Ensure that the Service realises the importance of supporting families.
• Collaborate with citizens and their carers to identify 'What matters to them' and find ways of meeting personal objectives.
• Empower the individual's voice. Support individuals to get advocacy support.
• Implement the relevant legislation (e.g. Health and Safety, the Well-being of Future Generations Act, Social Services and Well-being Act) and ensure that they adhere to them.

• Undertake inspections and collaborate with CIW and respond and act on what comes to light
LEADING AND MANAGING - Assist the manager to support between 30 and 50 staff members,
• Lead the team, take ownership of the principles of Ffordd Gwynedd, and promote and encourage staff well-being.
• Support to supervise, evaluate, lead, motivate and advise staff to work as a team and to follow Council guidelines and policies to ensure the best for the people of Gwynedd.
• Deal with disciplinary issues in consultation with the personnel officer.
• Lead on recruiting and appointing suitable staff to the service, and ensure appropriate DBS disclosures
• Ensure that the service complies with human resources policies.
• Deal with complaints and compliments, leading and assisting the investigation process.
• Responsibilities as the Site Manager, Health and Safety of service
• Assist with responsibilities for the service budget
• Ensure that the quality of service meets with the standards set
• Communicate openly with agencies, families and professionals.
• Collaborate on developing policies and procedures and review relevant service policies.
• Liaise with other agencies on behalf of the Department. Promote partnership working with service users and other agencies e.g. health authority and the third sector.
• Support the manager to produce information and reports about the team's performance and work.
• Provide professional opinion on cases for others in the service.
• Contribute towards in-service training and to training activities as appropriate.
Other responsibilities
• Responsibility for self-development.
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
• Operate within the Council's policies in relation to equal opportunities and equality.
• Responsible for managing information in accordance with the Council's information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
• Commitment to reducing the Council's carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council's Carbon Footprint.
