This role sits within the Safeguarding Adolescents from Exploitation (SAFE) Service, a multi-agency approach focused on preventing and responding to risks of exploitation, violence, and harm affecting children and young people.
Safeguarding Adolescents from Exploitation (SAFE) is a multi-agency partnership approach that aims to prevent and respond to the risks of exploitation, serious violence, and criminal involvement among children and young people.
The SAFE model is rooted in Contextual Safeguarding, recognising that harm often occurs outside of the home—in peer groups, schools, public spaces, and online environments. It brings together key agencies to share information, identify patterns and risks, and coordinate targeted interventions that safeguard young people while addressing the wider contexts in which harm occurs.
Through a combination of early identification, intelligence-led responses, and collaborative decision-making, SAFE ensures that children and young people receive the right support at the right time.
About the job
We are seeking an experienced and motivated SAFE Hub Coordinator to lead the coordination, development, and delivery of high-quality multi-agency support aimed at preventing violence, criminal behaviour, and the exploitation of children and young people.
This is a pivotal role within our Contextual Safeguarding approach, ensuring that services work together effectively to provide the right support at the right time. You will be central to strengthening systems, improving referral pathways, and enhancing multi-agency decision-making processes.
Working closely with the SAFE Service Manager, Cardiff Youth Justice Service (YJS), Children’s Services, and partners across the Local Authority—including Education, Community Safety, Youth Services, and South Wales Police—you will play a key role in shaping a coordinated and impactful response to safeguarding concerns across Cardiff.
Key responsibilities
- Lead the coordination and oversight of the SAFE Virtual Hub, ensuring an effective multi-agency response
- Provide guidance on referrals and support decision-making forums to agree appropriate interventions
- Manage incoming referrals, ensuring a timely, coordinated, and informed response to safeguarding concerns
- Strengthen partnership working across agencies to improve outcomes for children and young people
- Use data, trends, and intelligence to inform service development and support the Serious Violence Duty
- Maintain high standards of practice, including quality assurance, performance monitoring, and continuous improvement
What We Are Looking For From You
We are looking for a confident and experienced professional with a strong commitment to improving outcomes for children and young people.
You will bring:
- A relevant professional qualification (e.g. Social Work, Nursing, Education, Youth Work, or similar)
- Experience working with adolescents who present with challenging behaviours and complex needs
- A strong understanding of contextual safeguarding, trauma-informed practice, and child protection
- Experience working within multi-agency and/or statutory environments, with the ability to build effective partnerships
- Experience of leading practice or managing staff in a relevant setting
- Sound knowledge of the Children Act 1989 and the Social Services and Well-being (Wales) Act 2014, and the ability to apply this in practice
- Strong organisational, analytical, and communication skills
