Overall job purpose

To lead and coordinate the local authority’s education offer for vulnerable learners—including Children Looked After (CLA), Care Experienced Children, formerly looked after, Young Carers, Elective Home Education (EHE) where applicable, Gypsy/Roma/Traveller (GRT), learners with English/Welsh as an Additional Language
(EAL/WAL), refugees and asylum‑seeking children, and other at‑risk groups—so they attend, engage, achieve, and progress in learning.

To act as the local authority’s statutory education lead for Looked After Children, (Known in Ynys Mon as the Integrated Education Services/Virtual School) ensuring compliance with the Social Services and Well-being (Wales) Act 2014, corporate parenting duties, and all associated requirements for the oversight and quality of

Personal Education Plans (PEPs).

To champion the education, wellbeing, and inclusion of vulnerable learners across all schools/settings, influencing practice and ensuring the local authority meets all statutory duties, quality standards, and inspection expectations.

The post holder will work closely with the Service Manager for Education Children Looked After, Trauma-Informed, Wellbeing and Youth to develop and oversee the work across the Local Authority. In addition, the post holder will work with the Strategic Lead for ALN, Inclusion and Engagement and directly with the Senior Manager for ALN &
Inclusion.

The post holder must be trauma informed, innovative, flexible, collaborative, and enthusiastic manager who can work in partnership with schools, statutory services and the third sector organisations.

Although supervision will be provided, the post holder is expected to show initiative and take responsibility and ownership of the work and meet necessary deadlines, with a high level of individual responsibility and decision making.
