• Ensure that the people of Gwynedd are at the centre of everything we do.
• Raise awareness and promote unpaid carers rights within Gwynedd.
• Act as the Councils contact for unpaid carer matters.
• Coordinate the Gwynedd Unpaid Carers Network and work programme
Responsibility for functions

Main duties
• The Supporting Carers Wellbeing Officer role will be an integral part of the Well-being Unit. The unit focuses on preventative work within the Adults, Health and Well-being Department and works closely with other Council Departments on well-being matters. The officer will:
• Working with other preventative projects within the unit to include the Gwynedd Dementia Plan, and the Dementia Active service, Age Friendly Gwynedd as well as other preventative projects within the Business and Commissioning Department, the Children and Families Department, and the Adult, Health and Wellbeing Department.
• Developing and promoting matters within the sphere of unpaid carers the context of Social Services and Well-being Act (Wales) 2014, to include the field of young carers, parent carers for disabled children, and adult carers.
• Acting as a central point of contact for matters relating to carers within the Council, working closely with other staff within the Wellbeing unit and the Wellbeing Lead i promote the rights and interests of carers in accordance with the above Act.
• Raise the profile of carers within the Council and ensure that the matter receives attention at a corporate level, and work with the Corporate Support Department i consider and promote the rights of members of staff who are unpaid carers.
• Work with regional and national colleagues and contribute towards work streams that will improve the quality of life for carers.
• Coordinating and contribute towards the Gwynedd Carers Network, or a similar forum in future, and contribute towards co-producing and implementing an Action Plan and review its effectiveness, ensuring that unpaid carers remain central to its development.
• Foster a constructive relationship between the Council, the Health Board and 3rd sector organisations relating to unpaid carers.
• Co-produce and Unpaid Carers Strategy working alongside the Wellbeing Team Lead to produce a working document and to review it according to national policy direction and based on the Welsh Government's Carers Strategy.
• Work closely with the unit's Information and Engagement Officer to consult and engage with unpaid carers (to include young carers and parent carers), as well as service users on a regular basis, to listen and understand the issues that are important to them.
• Gather and analyse data about carers for the Council and Welsh Government. Collect information about the quality of the service the carers receive locally.
• Work with organisations such as schools and school nurses and the third sector to raise awareness of Young Carer issues and ensure that they receive due attention and that specific training about their needs is held regularly for the relevant workforce.
• Work alongside 3rd sector organisations and council departments to promote the Aidi identity card and app for young carers, and work with them to develop a further card for adult carers.
• Work with the unit's Information and Engagement Officer to produce any information materials for carers according to demand.
• Ensure regular contact with all relevant service teams within both the Children and Families and the Adult Health and Wellbeing Departments to share information and gain regular feedback regarding the needs of unpaid carers.
• Work with the Business and Commissioning Department to maximise outcomes for carers though commissioning processes.
• Bringing any gaps in service to the attention of the managers and co-producing creative ways of meeting the demand. This includes searching for various sources of finance and making grant applications.
• The Well-being Officer will be responsible for liaising with communities in Gwynedd to develop services around the needs of users of well-being services and their carers. Working closely with Community Hubs in Gwynedd, 3rd sector groups, community enterprises and the private and public sector to consider ways of co-producing local solutions to meet local needs.
• Organise an annual training programme with the Workforce Development Unit and regional colleagues for Council staff and other partners. Be prepared to facilitate at consultative workshops with service users and
